State social scholarship in 2019

Financial accruals for low-income students are officially established and closed, but there are some features in which the amount of funding can be increased beyond the existing norm.

An application for a social scholarship can be submitted by first- and second-year full-time students who are already receiving a state scholarship and plan to defend their specialist or bachelor’s category. These students can be included in the list of candidates only if they study at grades “4-5”. In this case, they will be awarded an additional social benefits scholarship in the amount of 6,307 rubles. For some regions this amount may be higher. A scholarship is a permanent monetary payment that is assigned to a student at an educational institution in order to stimulate and (or) support their mastery of the relevant educational course. Participants State Duma, July 03, 2016, adopted the Federal Law “On Amendments to Article 36 of the Federal Law “On Education in the Russian Federation”. This document introduced innovations to Part 5 of Article 36, which entered into force on January 1, 2017.

To confirm receipt of appropriate assistance, students are issued a certificate, which must be submitted to the educational institution, according to which the person in need will receive social support.

Previously, the scholarship fund provided:

  • state academic scholarships;
  • social benefits;
  • payments to assistant trainees;
  • residents and interns.

According to the new law, the relevant funds provide funds only for the purpose of assigning cash payments to the relevant budgets.

Federal Law No. 312-FZ of July 3, 2016 “On Amendments to Article 36 of the Federal Law “On Education in the Russian Federation” (hereinafter referred to as Federal Law No. 312-FZ) amended Part 5 of Article 36 of the Federal Law of December 29 2012 N 273-FZ “On Education in the Russian Federation” (hereinafter referred to as the Law on Education), coming into force on January 1, 2017, according to which the procedure for assigning state social scholarships to students has been changed.

In particular, from January 1, 2017, state social scholarships are awarded to students who have received state social assistance.

For the purpose of uniform enforcement of the norms of Federal Law N 312-FZ and ensuring compliance with the rights of students to provide measures of social support, the Ministry of Education and Science of Russia draws attention to the following.

From January 1, 2017 in accordance with part 5 of article 36 Law on Education (as amended by Federal Law N 312-FZ) basis for appointment students of state social scholarship is a document confirming the appointment of state social assistance.

Conditions for receiving a social scholarship in 2020


Until 2017, social protection was responsible for processing this payment. The family documented that it had one or another preferential basis.

Currently, only educational institutions have the right to issue a social scholarship.

It is assigned to the student by an administrative act of the head of the organization in which he is studying, from the date of submission to the educational organization of documents confirming the student’s inclusion in the preferential group. Payments are interrupted in the month of termination of the scholarship. If the document confirming the preferential basis for the appointment of such a scholarship is indefinite, then payments are made until the end of training.

In the case when a student received state social assistance and was assigned a social scholarship, the basis for the start of payments will be the administrative act of the head of the educational organization, from the day the document confirming receipt of social assistance is provided. The scholarship is awarded for one year from the date of receipt of state social assistance.

Important! If the student is in academic leave or maternity leave, parental leave, the state social scholarship continues to be paid.

Prerequisite: the student has not been expelled from the educational organization.

The amount of monthly social benefits for students in 2019 was: no less than 809 rubles in educational organizations of secondary vocational education and no less than 2227 rubles in educational organizations higher education. State academic and advanced scholarships, their purpose

An academic scholarship, unlike a social one, directly depends on grades at intermediate certifications: it is awarded only in the absence of C grades or academic debts. Upon admission, all full-time state employees receive it before the first intermediate certification (session).

The decision to pay an increased scholarship is made by the academic council and the student body. They take into account the academic and social benefits already received by the student. At the same time, the number of students receiving an increased academic scholarship should not exceed 10% of the total number of students with such a scholarship.

This money is paid by the scholarship fund of the educational organization. It receives money from the federal budget.

State scholarship for graduate students, residents, assistant trainees

This scholarship is awarded to graduate students, residents, and assistant trainees if the following conditions are met:

  • Full-time training at the expense of budgetary funds;
  • absence of academic debt and “satisfactory” grades based on the results of interim certification.

At the same time, just like an academic scholarship, such a scholarship is paid to all graduate students, residents, and assistant trainees of the first year of study until the end of the first intermediate certification, subject to full-time study on a budgetary basis.

The amount of the scholarship for graduate students cannot be lower than 2921 rubles, for graduate students in programs for training scientific and pedagogical personnel in areas determined by the Ministry of Education and Science of the Russian Federation - 7012 rubles, for residents - 7441 rubles, for assistant trainees - 2921 rubles.

Other types of Russian scholarships

Undergraduate and graduate students can apply for a government scholarship (amount of 5,000 rubles monthly):

    The scholarship is awarded at least twice a year within the quota. In accordance with the Regulations on the appointment of government scholarships, students must meet the following criteria:

    • receipt by a student or graduate student of at least 50% of the “excellent” grades from the total number of grades received in the absence of “satisfactory” grades received based on the results of the interim certification preceding the award of the scholarship;
    • achievement by a student or graduate student of certain results within 2 years (receiving an award for conducting research work, receiving a grant for conducting research, winning a international olympiad etc.);
    • public presentation of the results of research work;
    • Availability of publication in an international, all-Russian, departmental, regional publication;
    • A student or graduate student has the following results:
      1. Unified State Examination score of 80 or more in a priority general education subject;
      2. a document confirming victory at the school Olympiad;
      3. in the certificate of previous higher education, at least 50% of the grades are excellent, in the absence of “satisfactory” grades.

At the federal level, a presidential scholarship is also provided. The procedure for its appointment is similar to that of the government, and the maximum payment amount reaches 22,800 rubles.

Presidential scholarships include:

  • scholarships for undergraduate and graduate students educational institutions higher professional education who have achieved outstanding success in studies and research. The scholarship amount for students is 2,200 rubles, for graduate students - 4,500 rubles;
  • students studying full-time at universities in specialties or areas of training corresponding to priority areas of modernization and technological development of the Russian economy. The scholarship amount for students is 7,000 rubles, for graduate students - 14,000 rubles;
  • young scientists and graduate students carrying out promising scientific research and development in priority areas of modernization of the Russian economy may be awarded a scholarship in the amount of 22,800 rubles.

In certain regions, there are governor's scholarships for full-time students studying at "4" and "5", as well as those involved in sports, science or art.

Important! Both Presidential and Government scholarships cannot be awarded at the same time.

In what cases is one-time financial assistance provided?


One-time financial assistance to students is a one-time payment due to current circumstances, provided to a full-time student regardless of his grades and participation in public life.

The student is entitled to her appointment if:

  • a close relative died;
  • a child was born;
  • one of the family members needed expensive treatment;
  • there was a fire, an accident, his money was stolen, etc.
The amount of assistance is two academic payments, but can be increased by decision of the university commission. The amount is subject to income tax.

The following have priority rights:

  • students with disabilities;
  • orphans, persons from large or low-income families;
  • pregnant women or raising children without a father;
  • arrived from other cities.

For them, the amount can be 5 regular scholarships.

To receive money, you must write an application to the dean’s office and attach the following documents to it:

  • passport;
  • certificate of disability;
  • child's birth certificate;
  • a certificate from the police about the theft;
  • death certificate;
  • certificate of income for the last 6 months;
  • pregnancy certificate;
  • medical report on the need for paid treatment.

Periodic cash payments to special categories of citizens

Orphans, disabled children and students with 1st or 2nd group disability, as well as students with children receive financial assistance twice a year on the basis of an application, passport and certificate of disability. Such assistance is intended to reimburse part of the student’s expenses. The payment amount is approved educational organization, from whose budget payments come.
