ABOUT REPEATED GIA-9

In order to organize the state final certification of educational programs main general education(hereinafter referred to as GIA-9) in 2018, as well as in connection with incoming requests from citizens and authorities executive power subjects Russian Federation, carrying out public administration in the field of education, federal Service for supervision in the field of education and science explains the following.

Students who did not pass GIA-9 within the September deadline, in accordance with Part 12 of Article 60 Federal Law dated December 29, 2012 N 273-FZ “On Education in the Russian Federation” (hereinafter referred to as the Federal Law) receive a certificate of study according to the sample independently established by the organization carrying out educational activities (hereinafter referred to as the certificate, educational organization), or on the basis clause 20 of the Procedure for organizing and implementing educational activities by main general education programs– educational programs of primary general, basic general and secondary general education, approved by order of the Ministry of Education and Science of Russia dated August 30, 2013 N 1015 (registered by the Ministry of Justice of Russia on 10/01/2013, registration N 30067), at the discretion of parents (legal representatives) remain for repeated education.

Students who received a certificate and were expelled from educational organization, have the right to continue their education by passing vocational training by program vocational training by professions of workers, positions of employees in accordance with Article 73 of the Federal Law, as well as paragraph 6 of the Procedure for organizing and implementing educational activities in basic vocational training programs, approved by Order of the Ministry of Education and Science of Russia dated April 18, 2013 N 292 (registered by the Ministry of Justice of Russia on May 15, 2013, registration N 28395), according to which persons of various ages, including those without basic general education, are allowed to master basic vocational training programs for blue-collar professions and office positions.

Students retained for repeated training undergo training in an educational organization or outside an educational organization in the forms established by Article 17 of the Federal Law, including according to an individual curriculum.

Upon completion in 2017/18 academic year re-training students pass GIA-9 according to the relevant academic subjects(i.e. in those academic subjects in which students received unsatisfactory results) in accordance with paragraph 61 of the Procedure for conducting state final certification for educational programs of basic general education, approved by order of the Ministry of Education and Science of Russia dated December 25, 2013 N 1394 (registered by the Ministry of Justice of Russia on 03.04 .2014, registration N 31206) (hereinafter referred to as the GIA Procedure-9).

At the same time, for students who do not have academic debt and have fully completed syllabus or an individual curriculum (who have annual grades in all academic subjects of the curriculum for grade IX not lower than satisfactory) and were admitted to GIA-9 in the previous academic year, there is no need to repeat the specified procedure for admission to GIA-9 in the current academic year.

In connection with the above, we explain the following.

1. Students of the 2015/16 academic year who did not pass the GIA-9 within the September deadline.

Order of the Ministry of Education and Science of Russia dated July 7, 2015 N 692 “On amendments to the Procedure for conducting state final certification for educational programs of basic general education, approved by order of the Ministry of Education and Science of Russia dated December 25, 2013 N 1394” (registered by the Ministry of Justice of Russia on July 28, 2015, registration N 38233) (hereinafter referred to as Order of the Ministry of Education and Science of Russia N 692) it is established that GIA-9 is conducted in four academic subjects: Russian language and mathematics (hereinafter referred to as compulsory academic subjects), as well as in two academic subjects from among the academic subjects of the student’s choice: physics, chemistry, biology, literature, geography, history, social studies, foreign languages(English, French, German and Spanish), computer science and information and communication technologies (ICT) (hereinafter collectively referred to as elective subjects).

However, in the 2015/16 academic year, the basis for obtaining a certificate of basic general education (hereinafter referred to as the certificate) was successful completion GIA-9 only in compulsory academic subjects. The results of exams in elective subjects, including unsatisfactory results, did not affect the receipt of a certificate.

Thus, when re-taking GIA-9 in the 2017/18 academic year, these students take exams only in those academic subjects in which they received unsatisfactory results in the 2015/16 academic year - Russian language and (or) mathematics. At the same time, there is no requirement to retake exams in elective subjects for which an unsatisfactory result was obtained in the 2015/16 academic year.

2. Students of the 2016/17 academic year who did not pass the GIA-9 within the September deadline.

On September 1, 2016, paragraphs 5, 9 and 10 of Order No. 692 of the Ministry of Education and Science of Russia came into force, and from February 17, 2017, Order of the Ministry of Education and Science of Russia dated January 9, 2017 No. 3 “On amending the Procedure for filling out, recording and issuing certificates of basic general and secondary general education and their duplicates, approved by order of the Ministry of Education and Science of the Russian Federation dated February 14, 2014 N 115” (registered by the Ministry of Justice of Russia on February 3, 2017, registration N 45525).

The condition for obtaining a certificate was the successful completion of GIA-9 in four academic subjects - compulsory academic subjects, as well as two elective academic subjects. Final grades for 9th grade in Russian language, mathematics and two academic subjects taken at the student’s discretion are determined as the arithmetic average of the graduate’s annual and examination grades and are included in the certificate as integers in accordance with the rules of mathematical rounding.

Thus, this category of students will take GIA-9 in the 2017/18 academic year in the relevant academic subjects in accordance with paragraph 61 of the GIA-9 Procedure (i.e. in those academic subjects in which students received unsatisfactory results, from among the compulsory academic subjects and (or) elective subjects).

Additionally, we inform you that for this category of students, a change in the list of previously declared elective subjects, in which they received unsatisfactory results in September, for passing the GIA-9, as well as re-participation in the GIA-9 in academic subjects (as in compulsory academic subjects , and in elective subjects) in order to improve previously obtained results is not provided for by education legislation.

At the same time, students who do not have academic debt and have fully completed the curriculum or individual curriculum (who have annual grades in all academic subjects of the curriculum for grade IX are not lower than satisfactory) and were admitted to the GIA-9 in the last academic year, there is no need re-passing the specified procedure for admission to GIA-9 in the current academic year.

In connection with the above, we explain the following.

Additionally, we inform you that for this category of students, a change in the list of previously declared elective subjects, in which they received unsatisfactory results in September, for passing the GIA-9, as well as re-participation in the GIA-9 in academic subjects (as in compulsory academic subjects , and in elective subjects) in order to improve previously obtained results is not provided for by education legislation.

A student who has not passed the State Examination due to failure to appear at the state certification test for a valid reason has the right to pass the State Examination within 6 months after completion of the State Examination, without expulsion from the Higher School of Economics.

A student who fails one state certification test for a valid reason is allowed to take the next state certification test (if any).

Valid reasons for absenceUnexcusable reasons for absence
Illness confirmed by a medical certificate of the established form, presented to the educational office on the day on which it is indicated to begin classes.The student’s absence from the state certification test caused by circumstances related to the student’s work (business trips, work time, with the exception of cases of performance of public or state duties).
Other exceptional reasons that objectively prevented the student from appearing for the state certification test, documented no later than 3 working days after the failure to appear. These reasons may include:
  1. individual curriculum of a student participating in international academic mobility, providing for a later period of participation in the State Examination Program than established in the curriculum of the educational program;
  2. illness or death of close relatives;
  3. performance of public or state duties;
  4. summons to law enforcement agencies/court;
  5. transport problems (flight cancellation, lack of tickets);
  6. force majeure circumstances.

The decision to recognize the reason for absence as valid in cases classified as other exceptional reasons is made by the dean of the faculty.

A student who has appeared for the state certification test, but decides that for health reasons he cannot participate in it, must declare this before receiving the state exam assignment/the start of the defense of the thesis, which is recorded in the minutes of the meeting of the local State Examination Committee with the word “failure to appear.” The reason for absence from the state certification test may be considered valid if the student confirms it in accordance with the procedure established by the Regulations. If a student started completing the assignment of the state exam/defense of the thesis, but then refused to continue participating in state exam/defense of the thesis, the completed part of the state exam / the completed part of the report on the thesis is assessed in accordance with the established criteria for the state exam / Rules for the preparation of the thesis. If a student refuses to continue to participate in the state exam and has not completed any part of the work, this is recorded with a score of “0” in the minutes of the meeting of the local State Examination Committee, regardless of the presence of a medical certificate both before and after the refusal to continue to participate in the state exam.

If during the period of repeating the State Examination, a student does not pass the State Examination without a good reason, then he is expelled from the Higher School of Economics as having failed to fulfill the obligation to conscientiously master the educational program and implement the curriculum, and he is issued a certificate of study or the period of study.
If, during the period of repeated GIA, the student, within 6 months after completion of the GIA, did not appear for the state certification test for a good reason, including for health reasons, and did not submit a conclusion from the medical commission of the medical organization on the need to provide him academic leave for medical reasons (in In this case, a decision may be made regarding the student to grant him an academic leave), then he is expelled from the Higher School of Economics as having failed to fulfill his obligations to conscientiously master the educational program and implement the curriculum.

A student who did not pass the State Examination and was expelled as having failed to fulfill the obligation to conscientiously master the educational program and implement the curriculum, upon reinstatement at the Higher School of Economics, has the right to pass the State Examination again no earlier than the next calendar year within the time limits specified for conducting the State Examination of final-year students, but not earlier than 10 months and for master’s students no later than 2 years, for undergraduate and specialist students – 4 years after the deadline for conducting the State Examination, which the student did not pass.

When re-passing the State Examination, at the student’s request, a different topic of the examination and/or a different supervisor of the examination may be established.
Repeated state certification tests for one person cannot be assigned more than 2 times.
